I like the concept of the arena system. However i think it should also have 10vs 10 or 20 vs 20. Players can make teams and register that team for a certain event. Also rather than just have random matches, there should be a tournament system where the winner gets prize money, bet money, titles, and points where they can be ranked. To make it even more sweet for public viewing,there should be live video and commentary for coverage of the tournaments. Tournaments can have different tiers to suit players of different experiences and money. I think to make it work it needs some sort of structure IMO.

Money can come from things like entry fees for tournaments. And also betting can be a good idea as well. I do believe that having 10v10s or team oriented fights is because eve online is a team oriented pvp game. So to reflect this i think that having teams would be a good idea.

Also planning isnt that bad if we can get an efficient system going. With a few programs, excel spreadsheets, a website, and a well staffed team this can be made simple. Teams will have to be arranged before hand. Like for example, a team can consist of 10 people and 2 replacements. Teams should be a long term thing rather than short term where they get ranked and stuff. If teams lose lets say over a certain number of original members the team is disbanned and a new one is created which has to work its way up the ranking ladder. But its all about creating an effective system. Anyways this idea comes from sports like tennis where players are ranked through tournaments and stuff.

Needs some planning. Like for example, maybe a website might help. Setting a time and date, prize money amount? maybe a good idea is to advertise a bit more beyond the local forum. I mean i would join but i dont even know what the system you are runningor procedures.
